Twenty children waiting to be registered in Milan at risk, with gay couples facing that they may not be legally considered as their parents. The interior Ministry sent a letter to the municipality of Milan emphasising that the court has the only authority to decide over the adoption rights of gay couples, as Milan has been registering children of same-gender couples conceived overseas through surrogacy – which is illegal in Italy – or medically assisted reproduction (which is available for heterosexual couples). This is in line with the vote that the Senate committee took against an EU plan to oblige the rights of same-sex parents in all member states.
